Work is in progress for the Mind Care Bill and plans are already mapped out!
VLRC’s drafting unit have confirmed that draft COM paper was written and Appointment letters for the Working Committee members were also prepared for the Minister of Heath-Honorable John Still Tari Qetu to sign.
The unit also assisted the Research Team with the Comprehensive Policy Paper, focusing on three parts: the review mechanism, management of estates and affairs of people with mental incapacity, and miscellaneous matters.
This draft was compiled and reviewed by the Working Committee last week. The Research Team is now finalizing it after feedback. Both the COM paper and the Comprehensive Policy Paper are expected to be sent to DCO and COM by the end of May 2026.
Drafting Instructions are being worked on . Once the Comprehensive Policy Paper is finalized, the Working Committee will review the instructions. These should be ready and sent to the State Law Office by the end of July 2026. Overall, the process is moving step by step and is on track for the Bill to reach Parliament in November-later this year.
