Process for drafting policy papers

  1. Receive a report from the Policy Unit or Research Unit identifying the need for law reform.
  2. Establish a Working Committee and prepare appointment letters for the Minister's signature.
  3. Prepare a Council of Ministers (COM) Paper and a Comprehensive Policy Paper for approval by the Director of the Constitutional Office (DCO).
  4. Submit the approved COM Paper and Comprehensive Policy Paper to the Council of Ministers (COM) for consideration and approval.
  5. Develop drafting instructions through the Working Committee based on the approved policy.
  6. Submit the drafting instructions to the Office of the Attorney General (OAG) for the preparation of the draft Bill.
