The Vanuatu Law Reform Commission welcomes suggestions and proposals from individuals, communities, organizations, and government agencies regarding laws that may require review or reform.
Law reform is most effective when it reflects the experiences and concerns of the people affected by the law. If you believe that a law is outdated, unclear, ineffective, or no longer meets the needs of the community, you may request that the Commission consider it for review.
Who Can Request a Legal Review?
Any person or organization may ask the Commission to review an area of law that they believe needs to be changed or improved.
The Commission will consider the request and decide whether to undertake the review.
How Does the Commission Decide Which Laws to Review?
Under its governing legislation, the Commission may:
- Receive and consider proposals for law reform from any person, organization, government ministry, or the Minister responsible for justice matters.
- Conduct legal studies and research, including research into other legal systems, where necessary to carry out its functions.
- Make recommendations to the Government for reforms to the law.
All requests received by the Commission are assessed against certain criteria. The Commission will then determine whether or not the proposed review is approved for further action.
How Can You Request a Legal Review or Reform?
Any person or organization may submit a Terms of Reference (ToR) to request a legal review or reform.
Applicants are encouraged to provide an estimate of any resources or budget required for the proposed review. However, a proposal may still be considered even if this information is not available at the time of submission.
What Is a ToR ?
ToR means Terms of Reference.
A ToR is a guide or roadmap that explains to the Vanuatu Law Reform Commission what a proposed law reform project is about, why the review is needed, and what the review is expected to achieve.
When Can a ToR Be Submitted?
A ToR may be submitted to the Commission for consideration at any time.
Subject to the Commission's work programme, available resources, and approval processes, reviews may be scheduled to commence in the following year.

Hard copies of the ToR form can be collected from the VLRC Office in Port Vila.

Submitting a ToR
Any member of the community, organization, or Government Ministry may propose that the Vanuatu Law Reform Commission conduct a review or inquiry into an area of law.
To request a legal review or reform:
- Download or collect a ToR Form
- Complete the form and submit the completed form to the Commission.
